Signed in 2015, DoDD 8140 is a directive that illustrates procedures and guidelines for the training, certification, and management of all Information Assurance employees in the government.
DoDD 8570 was a directive that set policies for government employees that conduct Information Assurance functions. It was signed in 2005 and added requirements for these employees such as proper training for their jobs and granting all IA employees access to any government information system.
DoDD 8140 essentially served to reissue and update DoDD 8570, while also expanding policies already established by DoDD 8570. Until the manual for DoDD 8140 has been developed and approved, the manual from DoDD 8570 will still be used.

The SECNAV Manual 5239.2 is titled, “Cyberspace Information Technology and Cybersecurity Workforce Management and Qualification Manual.” The manual is linked in its entirety here: https://www.doncio.navy.mil/uploads/0630PIX71614.pdf.
